1. If you disagree with a rule, law, or public policy, it is better to remain silent than to speak out and risk punishment.


I think that you shouldn't speak out because like in Germany if you disagreed with what Hitler was doing then you would be sent to concentration camp. You could go to jail just because you spoke out about what you thought was wrong. It also would depend on what the rule, law or public policy because if it was a big one then they could do anything to you because they are the government and they could even punish you physically if you disagreed with a big rule, law, or public policy. But if it was just a small rule, law or public policy then they might just dismiss it but I, personally would just keep it to myself and not risk punishment.
